2023 IPF PPS Final Rule

CMS recently published the FY 2023 Inpatient Psychiatric Facilities Prospective Payment System (IPF PPS) Final Rule which updated the prospective payment rates for Medicare inpatient hospital services provided by Inpatient Psychiatric Facilities (IPF), which include psychiatric hospitals and psychiatric units of an acute care hospital or critical access hospital excluded from the Inpatient Prospective Payment System (IPPS).

In the final rule, CMS finalized a 2.5 percent increase in IPF payments, equaling $90 million compared to FY 2022 IPF payment. The payment update reflects a 4.1 percent market basket update, a 0.3 percent reduction for productivity, and a 1.2 percent decrease in outlier payments.

While CMS neither proposed nor finalized any changes to the Inpatient Psychiatric Facilities Quality Reporting (IPFQR) Program, they included a request for information (RFI) on the Overarching Principles for Measuring Healthcare Quality Disparities Across CMS Quality Programs. The feedback CMS received in response to the RFI will help inform future proposals for all CMS Quality programs, including IPFQR, if applicable.
