Value Set Authority Center Mapping for Clinical Quality Measures


Acmeware will provide services and software tools to assist in the ongoing application changes to support Clinical Quality Measures (CQM) reporting and submission as the details of requisite government quality programs evolve. On an annual basis, the Centers for Medicare and Medicaid Services (CMS) and Office of the National Coordinator for Health Information Technology (ONC) releases updated specifications which impact CQMs incorporated within Meaningful Use (MU), Inpatient Quality Reporting (IQR) and other quality programs. CQM specification modifications are implemented by the National Library of Medicine’s (NLM) Value Set Authority Center (VSAC) and have a direct impact on MEDITECH EHR nomenclature mapping, clinical work flow, data capture, and Best Practices. Consequently, an annual assessment of the impact of VSAC specification changes must be performed. These services are intended to support this process for Acmeware OneView clients.

Details of Services

When configuring your EHR system to function with the most current VSAC specifications, careful attention must be paid to changes to value sets and clinical workflows.​

These services will help with the following value-base care services for CQM reporting:

  • Value-based Payment Modifier Optimizations Strategies
  • Quality Scores and Performance Rate Optimization

When codifying the activity and events of a patient EHR, corresponding nomenclatures must be mapped to VSAC value sets. There are a variety of nomenclature vocabularies and concept codes utilized in Clinical Quality Measures. Each value set consists of the numerical values (codes) and human-readable names (terms), drawn from standard vocabularies such as SNOMED CT, RxNorm, LOINC and ICD-10-CM, which are used to define clinical concepts used in clinical quality measures (e.g., patients with diabetes, clinical visit).

Acmeware will provide services to accommodate all scenarios for Clinical Quality Measure mapping and validation.  We will evaluate existing workflow with quality and clinical teams to determine the changes needed to meet the Clinical Quality Measure specification requirements. These services include recommendations to improve data collection and guidance or help building directly in MEDITECH to capture the data.

Acmeware will provide mapping services for the following methods:

  • MIS Nomenclature Map
  • Interface Value Set Map
  • MIS Map

Acmeware will utilize the IMO nomenclature mapping to map customer dictionary to CQM value sets for all concept code the corresponding SNOMED CT, RxNorm, LOINC and ICD-10-CM. Acmeware will utilize MEDITECH Best Practice processes to map queries and query responses. If no MEDITECH Best Practice is documented, Acmeware will map queries and query responses based on OneView code standards. If your organization implements clinical workflow that deviate from MEDITECH Best Practice, Acmeware will provide analysis and design nomenclature mapping specific to your organization.

There are a number of instances where we will need to add nomenclature maps manually rather than associating a concept code from IMO. Acmeware will map manually based on OneView code standards and provide mapping documentation.
