CHE Trinity Health is the second-largest Catholic health care delivery system in the nation, serving people and communities in 20 states from coast to coast with 82 hospitals, 88 continuing care facilities and home health and hospice programs that provide more than 2.3 million visits annually. It was formed in May 2013, when Trinity Health and Catholic Health East completed their consolidation to strengthen their shared mission, increase excellence in care and advance transformative efforts with their unified voice. With annual operating revenues of about $13.3 billion and assets over $19 billion, the new organization returns more than $800 million to its communities annually in the form of charity care and other community benefit programs.

CHE Trinity Health employs nearly 86,000 people, including nearly 4,000 employed physicians. Committed to those who are poor and underserved in its communities, CHE Trinity Health is known for its focus on the country's aging population. As a single, unified ministry, the organization is the innovator of Senior Emergency Departments, the largest not-for-profit provider of home health care services — ranked by number of visits — in the nation, as well as the nation's leading provider of PACE (Program of All Inclusive Care for the Elderly) based on the number of available programs. Challenge

CHE’s challenge was being able to conform to CMS specifications for Meaningful Use Reporting for 9 hospitals totaling 2498 beds with different clinical workflows and business processes. All 9 hospitals had different approaches for overcoming these challenges: • Ensure Clinical Quality and Core Measure reporting needs supported in one application • The ability to view data from each hospital in one application • Active Directory sign on to reduce number of credentials and IT support overhead • Group based permissions and roles for viewing hospitals and report categories • System integration: 4 sites use PICIS ED Pulse Check and 5 use MEDITECH EDM module • Different reporting periods: 4 hospitals had a 90 day reporting period and 5 had full year.

Solution

Catholic Health East chose Acmeware as a partner for Meaningful Use. Through a formalized vendor evaluation, Catholic Health East selected Acmeware’s OneView Certified Meaningful Use reporting product. OneView provides reports with customizable date ranges that feature an overview, are easy to use with the CMS Attestation System website, drill down to detail data, see event level details for validation, a wizard to walk through the attestation process, and a storage vault for data, nomenclature mapping, reports and retaining ALL relevant supporting documentation for CMS audit compliance. According to Liz Dunlevy, MEDITECH Support Coordinator, “Acmeware provided exactly what we needed for Meaningful Use reporting, validation and attestation. They understand where the data comes from and have an expert knowledge of the MEDITECH DR.”

Results

OneView allowed Catholic Health East the ability to install one application that was able to integrate and aggregate data from 9 facilities in both test and live environments. This reduced the amount of IT overhead required for the installation, implementation, and support of a Meaningful Use Reporting System. By using one application, the performance rates, detail data, and validation questions could be monitored from a single portal and dashboard providing easy adoption for corporate executives and management. OneView also allowed us to manage the nomenclature mapping, validation, and testing centrally, then push it out to the facilities.

The OneView product implementation was highly customized to accommodate different clinical workflows in all 9 facilities, whether adhering to MEDITECH Best Practices or not. Acmeware develops a detailed project plan for every meaningful use implementation. A dedicated lead Consultant Analyst is assigned to manage the project and work closely with your team of specialists. Using detailed test scripts, we test and validate each measure against your test system, and then we initialize your live system from test. This ensures your production system is accurately tested and capturing data. “The Acmeware staff is accommodating, easy to work with and very knowledgeable,” Liz said.

Security is very important to Catholic Health East. We needed an application that would provide us with an appropriate level of security, control, and not over-tax our IT department. By integrating with Active Directory, OneView is able to inherit each hospitals password security policy without any additional IT resources. In addition, the flexible security built into OneView allowed Catholic Health East to grant permissions for each facility, by report group, and even at the individual report level.

OneView allowed CHE to gather emergency room data at the facility level and from different EHR Certified Systems. Of the 9 facilities using OneView, 5 use the MEDITECH EDM module and 4 use PICIS ED PulseCheck. During the implementation, Acmeware was able to extract data from either system in order to accurately report performance for Meaningful Use. Acmeware collaborated with the PICIS team to create an effective interface to ensure that the data extracted was accurate.

Catholic Health East was able to attest successfully for all 9 facilities in October 2013. Clinical Quality Measure data was aggregated and validated using OneView 3.0. The flexibility of OneView easily allowed for both 90 day and full year reporting periods since 4 facilities were in Stage 1 and 5 were in Stage 2 for fiscal year 2013. “Our attestations went very smoothly. Without the internal SQL resources, it would have been much more difficult if it wasn‘t for Acmeware. The OneView application is intuitive and was easy to learn for our reporting group,” Liz recounted.
